One of the fastest ways to lose users in civic tech is to be confidently wrong.
That is especially true when AI is involved. If you are summarizing city council agendas, hearings, rezonings, budget items, or committee actions, people are not reading for entertainment. They are reading because the information may affect their block, their business, their rent, their commute, or their neighborhood.
That is why my view has always been that trust is the product, not just a feature.
At The Common News, a summary is only useful if users believe it is grounded, readable, and honest about what it knows. The technical side matters, but the product decisions around scope, presentation, and verification matter just as much.
The Core Problem
Most government information is technically public, but functionally inaccessible.
It lives in agenda packets, committee reports, ordinance drafts, hearing notices, and long meeting materials that are difficult to scan quickly. The problem is not just volume. It is that the important parts are buried inside institutional formatting, legal phrasing, and inconsistent document structures.
AI can help compress that into something readable. But if the output is vague, overstated, or detached from the source material, then the product becomes less trustworthy than the documents it was supposed to simplify.
So the goal is not "generate a summary." The goal is to produce a summary that keeps the important meaning intact while reducing the cost of understanding it.
What Trust Means in Practice
When I think about trust in AI-generated civic summaries, I usually break it into four requirements:
- The summary has to stay close to the source.
- The scope has to be clear.
- The language has to be understandable without becoming misleading.
- The product has to make users feel that the system is disciplined, not improvising.
That last part is underrated. People do not only judge trust based on factual accuracy. They also judge it based on whether the product behaves like it has standards.
1. Source Grounding Matters More Than Fluency
A polished summary is not automatically a reliable one.
In civic contexts, a fluent paragraph can still hide the most important failure modes:
- omitting a key condition
- overstating certainty
- collapsing multiple agenda items into one
- losing the difference between proposal, hearing, and final action
That is why I care more about source grounding than elegant wording. The summary should reflect the actual structure and substance of the source material, even if that means sounding a little more operational and a little less editorial.
In practice, that means the system should preserve things like:
- which governing body is involved
- what action is being proposed or discussed
- what location, project, or neighborhood is affected
- whether something is scheduled, recommended, amended, or approved
Those details are not peripheral. They are the whole reason a resident cares.
2. Scope Discipline Is a Trust Feature
One of the biggest problems with AI products is that they often answer more than they should.
For civic summaries, that is dangerous. A system should not imply legal interpretation, policy certainty, or future outcomes that are not actually supported by the meeting materials.
So part of building trust is constraining the output:
- summarize what is in the agenda or meeting materials
- describe likely impact carefully
- avoid pretending to know intent that is not stated
- avoid turning procedural language into stronger claims than the source supports
I think a lot of product teams treat constraints as limitations. In this context, constraints are the product. They are what keep the output readable without letting it drift into fiction.
3. Plain Language Should Clarify, Not Distort
One reason people struggle with local government documents is that the writing is usually optimized for legal precision and internal process, not for normal readers.
That creates a legitimate opportunity for AI: translating bureaucratic phrasing into plain language. But there is a line between translating and distorting.
The job is not to make every summary sound dramatic or simplified to the point of losing meaning. The job is to preserve the decision, the stakes, and the affected people in language that someone can understand quickly.
At a product level, that usually means answering a few implicit questions:
- What is happening?
- Who is involved?
- Who might be affected?
- What should a normal resident understand from this?
If the summary does that consistently, users start to build confidence that the product is working in their interest rather than just generating text.
4. Structure Builds Confidence
Trust does not come only from the model output. It also comes from presentation.
Users feel safer when information is structured in a consistent, legible way. That is part of why I think product design matters so much in civic AI.
For example, trust improves when a page clearly signals:
- the municipality
- the governing body or committee
- the topic or project involved
- the status of the item
- related issues or follow-up summaries
That structure helps users orient themselves. It also reduces the chance that a summary feels like an isolated blob of generated text with no context around it.
This is one reason The Common News has increasingly moved toward entity-aware civic pages instead of treating each summary as a disconnected content block.
5. Verification Should Be Easy, Even If Most Users Do Not Use It
Not every user will click into the source material. Most will not.
But trust still depends on whether they could verify the summary if they wanted to.
That means a good civic AI product should make the relationship between summary and source feel real and inspectable. Even lightweight signals help:
- identifying the relevant meeting or agenda
- tying the summary to a real committee, project, or place
- preserving the original terminology where it matters
- making updates and relationships between pages visible
You do not need every user to audit the system. You need them to feel that the system can be audited.
6. Trust Compounds Through Consistency
The most important trust signal is not a single page. It is repeated experience.
If users repeatedly find that summaries are clear, specific, and tied to real local issues, they start to rely on the product. If they repeatedly find vague generalities or overconfident claims, they stop trusting it very quickly.
That is why I think civic AI quality is mostly a systems problem:
- source handling
- entity structure
- summary constraints
- rendering choices
- publishing discipline
The model is only one component. The surrounding system determines whether the output feels dependable.
Why This Matters for The Common News
The whole reason we built The Common News was to make local government easier to follow without making it less serious.
That means trust cannot be an afterthought. It has to show up in how we summarize, how we model entities, how we present pages, and how we connect one civic event to the next over time.
If we do that well, AI becomes useful because it reduces friction without replacing accountability. That is the standard I think civic products should aim for.
Closing
I do not think the right question is whether AI should be used in civic information products. I think the better question is what standards the product enforces around it.
If the system is grounded, scoped, structured, and honest about what it is doing, AI can make local government much more legible to normal people. If it is not, then it just produces cleaner-looking confusion.
For me, that is the bar: use AI to reduce the work of understanding public information, but never reduce the seriousness of the information itself.
